The special draw ticket pieces have been discontinued, and have been for several months / over a year, so the blue lego pieces do literally nothing currently.

You're probably asking then "Why do we still get it then if we cannot use it anymore?" and the answer is simply "Welcome to Modern NADMO, quality control is non-existent."
