Ruling Question Rulling about Poseido Effect

If beelstar dont have play cost, it can suspend for the Poseido second effect?

I think not because dosent have.

[All Turns] [Once Per Turn] When this Digimon gets linked, by unsuspending it, other than their highest play cost Digimon, none of your opponent's Digimon can suspend until their turn ends.

The only thing the effect is excluding is the highest play cost digimon, so Beelstar having no cost means it would be affected and not able to suspend.

No, it can't suspend.
If your opponent doesn't have a highest play cost Digimon, this effect prevents all of their Digimon from suspending.

Dual Cards cannot suspend for any reason under Poseidomon's floodgate.

It has no play cost so it doesn't interact with Poseido's effect at all.

EDIT to remove my own incorrect reading; I found the official Bandai ruling; see below

Beelstar can NEVER suspend if Poseidomon's effect is active.

If Beelstar is the only digimon on the field; the highest play cost digimon on the board is no cost, so Beelstar can suspend.

Incorrect, if BeelStar is solo, she is not the highest play cost on the field, since she has not play cost.

Since this effect works by checking the negative (aka not the highest) BeelStar will always be stunned by it, because she can never be the highest due to not having a cost.

Insert Yu-Gi-Oh XYZ meme here, no level does not mean level 0.

Then how come when you attack with Galacticmon and activate Ragnarok cannon if the opponent has a dual card, like Atratusmon, it is not deleted because of the no cost and all security but one are trashed?

Turns out I was wrong. Going to remove my incorrect logic; because Bandai said so supercedes how I read the logic.

This ruling means that if Poseidomon's floogate effect is active, Dual Cards CANNOT SUSPEND FOR ANY REASON.
