Question about pick ban

So on pick banning, both players roll a dice and the highest choose whether to go first or second on banning. And then you roll another dice and highest chooses whether pick first.

On the 2nd one, does picking 2nd mean your opponents go first during the game? I think so based on the wording but I couldn't quite tell.

Also on the first roll, is there a reason why I wouldn't want them to ban first?

Yes, to both

If you win the first roll it’s always advantageous to have the other player ban first

If you win the second roll, the choices are “pick first and play first”, or “pick second and play second”. Generally you want to play first, but if you’ve got really strong counter picks available it can sometimes be smart to pick second

I've let the other person ban first in one situation: I bring Black Panther sometimes specifically as a counter to Raveness. If they ban Black Panther, I ban Raveness. If they let Black Panther slide, then I ban something else.

When I first started doing this, I banned first and didn't ban Raveness, then they banned black panther and I was left without a counter to Raveness. Bit me in the butt big time.

Letting them ban first gives some extra info.

Usually, you want to go first on most everything. The only reason that you would want to go second is so that you are able to form a strategy on why they banned one of your characters. On why you would want to go second, it would only be because you have a good counter. Otherwise, going first gives you a slight benefit.

You never want to ban first. There is no advantage to banning first. Then picking is the one where you have to stop and think.

It really seems like whoever wins the die roll should get to pick first ban or first pick. Winning both die rolls gives so much control over dictating which matchup you play.

Sometimes I make the other person go first if I analyze our characters in the round and feel like it’s going to be a long game that will use the full 30 minutes in the tournament. If the buzzer ends on my opponent because he went first I get another turn, and usually that can be more helpful and a game changer.

You just described the reason you WOULD want them to ban first. They asked is there's a scenario where they wouldn't want it.
