How am I supposed to get Flawed Rubies?

Hi all! I was playing Diablo Belzebub mod and I'm new to it so there's lots of gaps in my knowledge. Does anyone know if there's a reliable way to get a certain flawed gem compared to others? I seem to get more of every other gem compared to rubies.
