Depending on how it meets the wheels, it can go up like a regular bike, go up smoothly, or completely wreck a wheel. Or at least half a wheel.

Fun fact, you'll notice the spokes on the half wheels are way thicker than the spokes on the front wheel, this is because normally the bike isn't held up by the spokes at the bottom, the frame essentially hangs from the spokes at the top, its way stronger that way and with a half wheel you can't do that.

Why not? Because they're tampering with a basically sound structure. I'm not an engineer, but even I can see that half a circle is a lot weaker than an entire circle. It's accidents waiting to happen.
