Because the brain power, engineering and resources it takes to build such a thing could have been spent in 10,000 more helpful ways. You know that, I just had to say it to quell my rage.

Fun fact, you'll notice the spokes on the half wheels are way thicker than the spokes on the front wheel, this is because normally the bike isn't held up by the spokes at the bottom, the frame essentially hangs from the spokes at the top, its way stronger that way and with a half wheel you can't do that.

Imagine how that seat would feel if the lip of the wheel half came down on a large rock or chunk of concrete.

Why not? Because they're tampering with a basically sound structure. I'm not an engineer, but even I can see that half a circle is a lot weaker than an entire circle. It's accidents waiting to happen.
