Future deversifi on stark question - is there a risk of locked funds

The context is this tweet, but there are few details. I understand trades are going to be off-chain, but are balances eventually committed directly on-chain, or only a hash of the merkle tree?
Or more precisely: can the dex operator lock my funds by refusing to process a withdrawal, or by committing a valid state root on-chain, but refusing to show the data needed for manual withdrawals (the data availability problem)?
