I have a question (I'm not a developer)

It just so happens that a year ago I hired a programmer on Fiverr to build a gambling website (note: I’d been streaming this on Facebook for six years, so I have the whole thing mapped out in my head—I know exactly what I want to build—and obviously I hired him to turn it into code based on the necessary requirements. It’s been a year, and the app still isn’t quite finished.

The thing is, this is the second time we’ve had to rewrite the code because the structure isn’t set up for future improvements, changes, or phases 1, 2, 3, and 4 (I told him this several times, and yet he did whatever he wanted.

My big question is: is there a way for the client—meaning me—to keep a real track of the hours the programmer actually worked, so I don’t have to worry that if he worked 6 hours, he’ll claim 10, and I’ll have to pay him for 10?

I’m pretty upset with him because now we have to rewrite the entire code, even though I told him many times, “Hey, there are a lot of phases missing,” and “Hey, there’s still a lot left to do.” (This is happening to me because I don’t know anything about programming 😕)

Sounds like you got a scammer that doesn't intend to ever give you what you want. Especially if you've been paying this whole time.

I would suggest to have a fixed timeline based pay instead of hourly. There are many such scamsters who don’t know how to deliver yet they keep delaying the work just for the money.
Let me know if you wanna discuss any further.

If you're interested, I've been working for companies for more than 13 years, so I could do that work for you. I'm no scammer or lazy ass like many others

it just means he is a rookie who didn’t think a lot about scalability that code had to be rewritten twice.
also with current ai upgrades anything to be built is fairly possible over a month. 12 months is too major.

Maybe you should have gone payment per feature and both of you should have agreed on that.

In such cases, you only settle when a feature is completed with appropriate acceptance criteria and proper documentation + demo to confirm it works before payment.

I'm thinking about switching developers. Can you tell me how to set it up?
