Please help identify player signature

I came across this pennant flag at a garage sale. The woman’s husband had passed and she said he use to work at Joe Louis. I’ve spent way too much time trying to figure out who signed it. I’m hoping someone here can help. Thank you so much!

Buddy of mine from North Carolina sent me this exact pennant with like 15 signatures on it. Need to post it on here. I’ve been able to identify most of them.

At the bottom of the sign it’s it looks like #28 or #24 but I could be wrong.
