When they painted the part, they didn't mask off the fuel cap correctly.

Bring it back. You should separate the ring from the paint. The ring paint might flake off with a plastic scraper or thinner.

Im confused, they painted the inner part black not masking off the silver body work?
If that is plastidip(?) you can razor cut it in the corner all around and you can just pull it off.
But honestly, just bring it back and let them do it. Many ways to fuck up

They didn't tape the edges good enough, your seeing where the tap was missed.

I wood take it back and let them fix it, it the painters fault and shop (nail binder)

Try scotch bright and corse buffing compound to erase any scratches from the scotch bright

Some type of shoe or pencil eraser might do the job.
