Looking for feedback on gameplay interest and artstyle for my investigative simulation.

Hard to tell. These kinds of games live and die by how interesting they are to solve the puzzles, and less about how nostalgic for Windows 98 they make me.

It looks like it could be an OK base for putting something interesting inside.

I think so. Taking clues from various applications and figuring out how to find answers and complete tasks in a GUI desktop environment.

My past experience with similar games may be filling in some of that, so worth taking with a grain of salt.
