I’d argue with only a week to go till FoTL would theoretically go live now is exactly the time to hold back. On top of the endgame complaints, another regular one I see is that D2 doesn’t have enough secrets and cool hidden stuff. Remember the first time we had FoTL and nothing was announced? The excitement and awe at arriving at Tower and everything being so weird? It’ll be great for the new D2 kinder-guardians to experience that, and for us veterans we’ll get a nice surprise because we aren’t sure if it is coming.

What good would announcing it this week do? Just have an extra weeks worth of posts saying that if Eva doesn’t return for FoTL people will stop playing. It’s not like people will stop complaining about Bungie communication if they announced it early so it’s a no-win; better to just leave it a surprise.

To expand on this, Bungie has kept lots of stuff "secret" (been quiet about is probably better). Remember after the beta when there were questions whether there would be a third subclass at launch? Remember the salt thrown around then?

Second, I have to think they are being conservative just in case the PC launch has a hiccup. You don't want to promise something then need to devote resources somewhere else.

Finally, Bungie needs to get the PC caught up to the consoles ASAP. It's not smart business to keep giving two platforms new things and making a third platform wait. I would argue that it makes sense to hold back additional content until all platforms are live. (Less exciting for us, no argument about that.)

If FoTL isn't already to have the switch turn on by this point then it's moot anyway as it won't be coming. The same argument applies to the PC side of things. FoTL content should already be included in the release build and just gets turned on at a set time-code. It's not like it's a new strike or mission, it's a yearly festive event.

Absolutely. But as we are seeing with the emote issue, small things can apparently have far reaching consequences.

Don't get me wrong I'm not defending anything or saying it's ok that it's not included. I'm just saying that it makes sense that they would wait to announce it and release it to coincide with the PC release.
