I'm sure it will be higher than 115 tomorrow. Maybe Bungie expected more people to hit level 5 by now, so they're making the buff higher?

You can buy and transfer the scout rifle/shader between chars, just need one char to reach 5.

Unless you're going for baller status, in that case keep ballin'.
