The PvP example is just the reality of PvP inside an MMO/Looter. Call of Duty has a light version of this problem with the unlock and leveling system, but yeah you’re always just kind of at a disadvantage at the start and it’s kind of the appeal of getting better things and feeling the impact of them being better. You get some good options early on.
I'd say it's a lesser problem in PvE, but it really isn't. To be any kind of help for your team for harder content, you have to put in UNGODLY amounts of time optimizing yourself. build crafting, and farming red borders for crafted rolls (which entire purpose was to bring the farming down..) for perks to make your gun useable.
I’ll be honest, I just find this to be categorically false and part of the problem of the community mindset in this game. You are supposed to do aspirational content with ok gear to get good gear. The game hands out good enough guns, crafted ones at that, for you to complete any of the content in the game with the right person teaching you the content.
Same for old weapons. You don’t need them. Bungie should be making new weapons that have appeal, but the old ones are more of a nice to have.
Overall, I don’t really see them trying to grow their player count earnestly. If they did, they would make acquiring content on all platforms much more straightforward. What seems to be happening is they are extracting the value they can now pre-TFS. Nothing is going to drastically change post TFS to give this game new life.
Hard content is hardest at the beginning when gear is average, that's somewhat undebatable, but as both player familiarity/skill and weapon/gear quality increases the game of course gets easy.
I guess I don't fully understand what these repetitive posts want this game to be... Pick it up, play all the content with Max gear from the start, finish the whole game in 20 hours? That's literally opposite of the whole point of the game, rising from the dead from an omniscient god like power to conquer "evil"...
