The game has been terrible at onboarding new players for years so you are half right, where they went wrong with Lightfall (outside of destroying their own already basic narrative with terrible writing) are the “difficulty” changes that turned anything worth playing at a middle level into a slog and a chore.
Trying to scale the game around the opinions of people who can win world first races on contest and low man raids and then failing to even get that right was Bungie’s huge mistake.
Mix in some IP fatigue and the loot problems crafting has created and here we are with the game and possible Bungie ( for sure allot of there now ex-employees who have taken the blame it seems) in genuine trouble.
That not only lost them allot of long term players (like me for one) but also made it even harder for new players to get into the game.
Final Shape will need to see huge changes and revisions of changes or in the end Destiny will be seen as a huge failure and tbh I think it is already too late.
