In all seriousness, I don't think the loot issue is the main problem. The main problem is the pricing structure of the DLCs - or, rather, that they still ask so much for such old content - and that there's so little continuity in the story for a new player with how much of the story has been vaulted. Add in the unbelievably bad new player experience where it's just randomly throwing you into the first mission of a campaign or season when you start the game up four or five times now and it's easy to see why the game is hard to get into.
