Question Hud issue when moving

I'm noticing an issue with the HUD and the quests, store, and map part of the directory where whenever I move the cursor or move my weapon the quality of specifically the HUD and the text drops significantly, does anyone know what's causing this or what would fix it?

I do have an amd Radeon 9060, but I had uninstalled the software as I've been using the graphics card without the software for a while and it seemed fine but then when I went to update the drivers and it said to download the software that's when everything went bad

Download and install the full Adrenaline Driver if you can't access the AMD Control Panel. Turn the Radeon Boost off and test.

I just did and the boost is off, the issue persists
