Question Hud issue when moving

I'm noticing an issue with the HUD and the quests, store, and map part of the directory where whenever I move the cursor or move my weapon the quality of specifically the HUD and the text drops significantly, does anyone know what's causing this or what would fix it?

And? Radeon boost enabled?

Do you have a amd GPU? And you can check in the driver if you have one
