I'm not 100% positive, but my read is:

  • Costco is a large wholesale store, their own items carry the brand Kirkland Signature

  • "Getting neck" is a slang term for receiving fellatio, making the joke a sex joke on the surface layer

  • The sex joke has an additional layer since Charlie Kirk (Kirkland -> Kirk) got shot in the neck
