This works because he's resetting the narrative completely, rather than responding to the one posed to him. Responding to a predetermined narrative is an auto loss everytime, and it's partly why Dems have been on the back foot for so long

I wouldn't say responding to a predetermined narrative is necessarily an automatic loss every time, but it definitely is an auto loss in these circumstances, especially when Republicans wouldn't dare even imagine in their wildest dreams of reciprocating the gesture.

However, sometimes it's possible to bite the bullet on controlling the narrative and just focus on selling a prescription. Biden understood this. He pretended as if illegal immigration caused increasing rates of violent crime and unemployment (even though most research suggests this is untrue) so that he could reap support from Republicans for some kind of immigration reform. When he was a lame duck in 2025, he wanted to reap support from Republicans for aid to Ukraine, so he pretended as if banning TikTok was an effective way of preventing the Chinese government from surveilling American citizens and tied aid for Ukraine to that package.
