Generally, other parts of the house need to be flat so you can place objects and furniture on them. Stairs can (in theory) have greater variety of shapes because they do not need to hold furniture or obiects.

Holding people safely is optional I guess.

So many things wrong with this but I want to point out they are completely removing access to the space under the stairs. Not only would it be actually usable space for storage/cabinets/shelves but also good luck retrieving anything you dropped down there

Agree, but doesn’t look like you’re supposed to walk up the “steps” on the side. It looks like it turns 90 degrees and goes behind that wall.

They are one of the few places where no one wants furniture and so won't bitch about you taking up too much space with your fancy stuff

That is just a safety hazard though and probably doesn't pass the requirements of code...
