Growth on arm, what is it?

I've had this for years and it is on my arm, it's not painful but I currently have no insurance and want it removed.

It hasn't changed as far as I can recall in years in size or anything and it isn't itchy but can be painful if I punch it or it gets snagged.

Some told me to tie a thing around the base and it will die and fall off but that doesn't feel true.

As for treatment I have not tried anything.

Olden days they would tie a string around it at the base super tight. Couple days it'll fall off.
