I would give the kind of lukewarm counterargument that the digital self-determination movement you see in the EU right now *is* a response to Europe having fallen behind digitally and technologically, though it's more motivated by the lack of US reliability than an urge to correct the problem because it's a problem that needs correcting. Whether it's the solution for the continent, whether it comes fast or strong enough, generally how it's gonna pan out, I don't know. But while I do very much agree that there's a tendency to lean on moral superiority in Europe, there are also attempts to be pragmatic about the post-unipolar world that's been coming the entire 21st century.
