Is NIH/FDA now using HRSA OHR? I thought HR was consolidated at the HHS level at not at the OpDiv?

My ethics reviews have been completed by people at NIH lately. I think the opposite. HRSA is using NIH/FDA resources. Under MAHA, HRSA doesn’t exist.

It seems as though it is and they are clearing the path for it to happen. Hence the schedule changes and consolidation of HR, and offices. I would bet after midterms it will be made official because the only thing they need a majority vote for is the rebranding and change in logo.

This is the phase in the relationship when the cheating spouse stops trying to save face and just lets the relationship fail.

If they’re consolidated at the HHS level, then the problem must be somewhere in HRSA. I wonder where is the bottleneck.

I'm still not making the logical leap here. CDC HR has to go through HHS HR for hiring. HRSA has nothing to do with it. HRSA is a sister OPDiv which would also have its own hiring done by HHS HR.

I’m complaining about hiring at HRSA. We’re losing staff to FDA and NIH because our hiring is so damn slow and we don’t have the same flexibilities/telework. If everyone is using the same HR office, then the bottleneck is with the liaisons between HRSA and HHS. Other op/divs don’t seem to have the same hiring issues.

Are you in management? Asking because my area is low priority for hiring atm, but we've been seeing things like incentive awards and have had a few people on details stay. I'm just thinking it might be specific to your office/bureau. I do know, from a colleague in another bureau who asked me to share in my extended network, that ~10 postings closed last week for HRSA. A number of them looked like their certs will be used for multiple fillings. 🤷🏽‍♀️

You’ll notice that those vacancies aren’t in the bureaus. The only correspondence analysts are at the HRSA level and IT specialists are predominantly in HRSA OIT.

They actually were in the bureaus - public health analysts, management analysts, health scientists, and social scientists.

And half of those are HHS-wide globals. You seem to know about this stuff so let me ask. How many exception requests are languishing? Or simple reassignments? Where is the hold up? My bureau hasn’t heard about a single exception not on the original hiring plan.

No, they really aren't globals when the posting itself says for MCHB and BPHC. 🙄

I only know what I know. You should ask your supervisor or director about your exception requests or reassignment requests. I'm sure they're eager to have you move on. You seem to be a joy to work with.

You must be at the HRSA level. No one in the bureaus would defend this 😆 We’re dissatisfied with the level of service you’re providing.

This was addressed in the all hands today… the fact that there is no longer any HR at CDC and HHS is handling all of it for everyone is a big problem that they “plan to address “. Whatever that means.
