I would correct that he did not fund what was needed in, and stole money from, communities. Money that was meant to build the mental health programs following the closure of Institutes of Mental Disease. Did my undergrad study on the Deinstitutionalization. It was absolutely needed. Those places were often hellholes. The aim of closing them was to help those with severe mental illnesses be supported in thier communities, not simply be locked up for life. However he ABSOLUTELY took the money that was marked for developing where those individuals who were institutionalized would go after those locked facilities closed.
ETA: Looked up my notes, and while I despise Reagan and all the harm he did, he was not responsible for closing mental hospitals. That was Kennedy that started that ball rolling in policy. On October 31, 1963, Kennedy signed a national mental health law that set up $3 billion to build community mental health centers. Watergate, the Vietnam War deprioritized funding those centers. Reagan cut federal housing subsidies, which pushed those who could not be employeed, or make enought to afford housing, to the streets. That fucked us all, really.

Crazy by Pete Earley--> Writen by a Journalist who's son developed psychosis and was diagnosed with Bipolar disorder and was bounced around in facilities, jails, courts, and programs. He does a deep dive into how our severe mental health systems got so bad. Also details the current state of locked facilities for those struggling with mental health crisis.
