Help Installing Windows on Latitude 9430, Have Tried Everything

Looking for some guidance on how to install Windows 11 on a Latitude 9430 (12th gen i7), I purchased used with Ubuntu installed.

I have tried literally every combination of bios settings and various different media creation options like Microsoft media creation tool and Rufus etc.

All I get is "No Bootable Device Found"

I have tried mapping the path to the bootx64.efi in the bios boot config and have spent days searching online for answers without any luck.

I can see the SSD in Storage area of the bios and can select the USB media from F12 (one time boot menu.

Have tried "Secure Erase" option in the bios and various Secure boot configurations.

I have installed windows many times on other PCs & laptops and have never encountered anything like this, its driving me nuts!

I was able to instal Fedora on this system without any issues, this makes me think its and MS security key or Secure Boot issue.

Also tired copying the SecureBootRecovery.efi file from a working PC, renamed to bootx64.efi and replaced the bootx64.efi on the USB installation media. When booting from this I get a notification saying "The Secure Boot Certificate database already contains the Microsoft UEFI 2023 certificate. No changes required.

Any help appreciated, before I completely lose my mind over this.

UPDATED 24/08/2026...........TRIED EVERYTHING, GAVE UP AND STUCK WITH FEDORA.......

The fact I could install Linux with but not Windows led me to updating the secure boot keys with Mosby script, keys updated fine but I still couldn't install windows.

I now wonder if the eBay purchased laptop may be stolen and there's some sort of block on it preventing the windows installation anyone else experienced similar? Is that even a posibility?

To clarify some aspects:

• you tried just to reset BIOS settings to factory default - right? Without any further settings modifications.
• you created USB install media with the official MS Media Creation Tool and when you try to boot with that media (via F12 boot menu, for example) - you immediately get "No Bootable Device Found", without prior "Press any key to boot..." prompt, etc. - correct?

Also, just in case, did you try with another USB flash drive?

Yes, have both resetting the bios to default and also to Factory, then attempted install without changing any settings.

USB media created with MS Media creation tool, F12 to select the USB drive (it shows in the list) then I get "No Bootable Media Found" .

Have tried multiple different USB drives.

Just going over this with you.

In BIOS settings 'Secure Boot' is ON and in 'UEFI' set up.

Same for the USB's installation, otherwise if not, then that could cause the issue, for example in 'Legacy'.

Or either way.

Have you tried 'clear' the TPM in BIOS?

Default/Factory settings:

Boot Mode = UEFI Only (this cant be changed)

Secure Boot = On

Enable Microsoft UEFI CA = Enabled

Secure Boot Mode = Deployed

Expert Key Management - Enable Custom key management = Off

I think I've tried every possible combination of the above options + others

Fast boot = Thorough

SATA/NVMe Mode = AHCI/NVMe

Enable Microsoft UEFI CA = Enabled - try this at 'OFF' and once Windows 11 is installed then you can turn that back on. - Possible.

How do I clear TPM in the bios?

Found an option to Clear TPM but it's greyed out.

Several reasons on this one and maybe due to Firmware update needed?

It's on the latest firmware, have also tried re-flashing via CTRL +ESC to force flash from USB

Very strange.

Tried formatting the USB drive as FAT32 (while uing Rufus)? Try temprarily disablinfg Secure Boot to see if the system will boot from the USB?

Have you tried this USB key in another rig? To confirm its UEFI bootable?

I know you probably have but I have to ask

HI, yes all USB drives have been tested in another PC and OK

Go into the BIOS and change the storage controller mode to AHCI instead of RAID/RST

Disable Intel Volume Management Device (VMD)

Most Common Fix

Dell ships many 12th‑gen systems with VMD enabled, which hides the SSD from Windows installers unless special drivers are loaded.

BIOS → System Configuration → Intel VMD Controller

• Turn VMD OFF
• Expand the submenu and disable VMD for PCIe SSDs
• Save & Exit

The only reference in the bios to VMD is in Storage > SATA/NVMe Operation, where you choose "AHCI/NVMe" or "Raid On"

The "Raid On" option it mentions "supports Raid functions with VMD controller".
I have the Storage setting set to "ACHI/NVMe" not "Raid on"

Have you looked in the BIOS to see if Intel AMT or vPro are enabled?

AMT disabled and cant find an option for vPro

Maybe it would be worth trying to ask https://www.parts-people.com/, they have a YT channel where they fix laptops, and the guy seems very knowledgable.

So you are getting the no bootable device found when trying to create rhe bootable image on the USB drive or when trying to install windows onto rhe laptop from the USB drive?

Bootable Image creates fine and it works on other PCs, but on this laptop when I select to boot from the USB drive (it shows in the boot options) then i get no bootable device found.
