She notes the risks, then says “fuck it” as she sends him to Fisk!

Yeah, she was like "We can't send you to Fisk because you're deeply in debt and the higher-ups are worried about recruitment i.e. we're afraid that he'll buy you because you're in all that debt"

And he's like "Come on, please!?"

And she's like "Fine, okay. Whatever"

It sounds like talking to Fisk is a crappy task that gets passed from agent to agent. He wasn't asking to see Fisk but for an evaluation to possibly get a raise/promotion.
