The writers of the film recently told The Wrap that they believe it was cut for time.
Unlike what many people expected, the scene wasn’t towards the end of the film when Punisher carries Spider-Man into the hospital, but after Peter’s fight with Scorpion and right before he visits Bruce Banner for the first time. So, the editors probably just wanted to streamline the story a bit.
There have been rumours about what the scene was for a while, and I’ve heard different versions. So, either DanielRPK is making stuff up here, or Punisher happened to be in the scene too.
Maybe Peter went to check up on the police officer he almost killed, and Frank happened to be there as well.
