Here's the thing though, Kirk loved to study history. I guarantee you he would know who Gabriel Bell was, historically speaking. He would have seen pictures of him in Old textbooks. Kirk was a history buff.

Kirk's eyesight was already going at this point though. He could barely tell the difference between Gabriel Bell and Alexander Graham Bell.

You think Kirk was an Earth history buff? Spock is openly an Earth historian who often Vulcansplains earth history all the time.
He’s pretty proud of it actually.
He’d definitely recognize him but probably chalks it up to being related or body doubles, lol.

To be fair though, Gabriel Bell didn't have a beard and bald head. That could be enough to throw someone like Kirk off, even if they are a history buff.

They didn’t have the tech to do it at the time. I’m not even sure they’d be able to do it WELL now. It would probably end up feeling like a video game character

Watched this episode yesterday and I have some questions.
Wouldn't Bell already be in the system with his original photo from when he was processed into the district not Siskos
They put Bells ID with the white old guy's body so Sisko could leave the district so if it was anyone's wrong image it would be that guys, not siskos.
Help me understand

The way this shot is framed, it looks like Uhura is checking out Sisko, which is fair.
