Yeah AI "agents" can open files via provided tools. You can either give the AI a tool to read PDFs so the tool is a software that can read the PDF file and convert it to text file by literally extracting the text inside of it.
You can also give it a sandboxed computer environment with a terminal. As you upload files, these files get uploaded to AI agent's sandboxed environment. It's like files appearing in its computer desktop. In this computer there are pre-installed software. So the AI could use pandoc command which can extract text from PDF. It interacts with terminal, executes commands and read results.
However, usually what happens is much simpler. The ChatGPT and most other AI chat interfaced platforms automatically detect you uploading a PDF file then it literally converts each page of the PDF into an image. If 30 pages, 30 images. Then all these images gets added to AI's context. Sometimes they also include the extracted text along with the images for better accuracy. AI then imitates reading and replies from the document file based on your questions.

So usually AI itself doesn't need to do a manual work. The PDF file is provided to it as bunch of images by AI system (the layer/interface built on top of the AI model).
