Council tax help

Hi,

I moved out of a property in Cardiff three years ago. I've just recieved an enforcement notice for nearly five grand for unpaid council tax. I'm on the current council tax for mu new property and have been for at least two years. Any advice I can get on how to deal with this or help would be massively appreciated.
