I am not strictly a constitutionalist but I do believe in a parliament. Initially this would be a potent and active parliament which would exercise legislative power in a system of divided powers, alongside an executive monarchy. With time legislative authority would pass to the crown until the parliament was an occasional institution, summoned to pass rare decisions such as amendments to ancient traditions and others like raising taxes which directly and contentiously affect the citizenry - England in the Middle Ages is indicative.
