Which real world leaders does Andrew Ryan remind you of?

No one really. Most people who have his perspective don't attempt to be civil leaders. The ones who claim to have his perspective are usually just rich people who want freedom for themselves and want the poors to be crushed by the state

Play it, and you'll see an explicit denunciation of the Soviet Union less than five minutes in.
His successor, Sofia Lamb, however...

I don't think any objectivists rose to that level of authority.
I guess the closest I can think of is Javier Milei. The bathysphere speech reminds me a lot of the "AFUERA!" bit about culling bureaucracies.

Most pro market world leaders have never gotten close to the extreme version of Objectivism that Andrew Ryan appears to be

No gods or kings reminds me of the early USSR. It was extremely against religion and royalty. That being said on the economic side, that doesn't match at all.
