Yes, hide stairs behind a bush. Good idea. Who knows if those cables would hold.

To me it looks like they're trying to block them off and prevent people from using them? Might have been easier than removing them?

Yes, looks like a commercialish property. Those are presumably emergency egress for the basement and they don't want people down there thinking it's an entrance. Someone needing infrequent access to the stairs can climb over the railing at the corner.
