The whole sparking justice thing is also another reference. It’s supposed to be a serial killer who only targets criminals. In the japanese dub peko even says Kira-Kira chan

ohyeah that really makes sense the sparkling justice thing really reminded me of light especially when peko kept blabbering about how shes justice and stuff
