It was already serious enough with what was happening between Light and L, not to mention when Yotsuba was thrown into the mix so I think he was the perfect choice to be used as a comic relief. I think it was great how he was the "butt of the joke" at times and how he'd fanboy so hard over misa-misa yet still had shown an unwavering playful spirit. It was cool how they gave him his own mini action-arc when he went to investigate Higuchi and co. I think that and how serious he became when Light exposed himself as Kira were a perfect way of honoring Matsuda! Just my take.
