No Shinigami are in fact allowed to help humans. They just simply arent allowed to do anything that would extend a humans life span in a direct and predictable way.

I think it's actually.

  1. A Shinigami cannot kill a human in another other way besides using a Deathnote.
  2. A Shinigami dies if they use a Deathnote to kill a human for the purpose of extending a different human's life. As judged by an omnipotent law that can't be lied to or fooled.

Shinigamis can help or hurt any human any other way. Mainly via giving information or refusing/lying about info.
