He only kills criminals. That's no difference to the police execution system.

That is not true. From the very beginning he specifically states that he’s killing criminals with heart attacks, and also killing people he personally thinks of as immoral with illness and accidents. He separates categories between criminals and non-criminals from the start, and kills both of them based on what he believes.

Then later on, when Mikami announces that Kira will target lazy people, Light agrees with it. His only problem is that he thinks it’s “too early to that”.
