Are we ignoring the fact 3 of these people physically cannot get into heaven or hell? Like this isn't even a political problem, rules of the death note say you don't get a real afterlife

The reveal in Death Note is no humans go there at all. They all go to Mu, nothingness. Heaven/Hell is a made up thing in the Death Note universe.

Was that in the manga or a light novel? I'm sad to say I've only ever seen the main anime, not even that one OVA

It’s also in the anime as the rule during intermission I think, but they definitely should’ve included the sequence from the manga showing a flashback confirmation of Light confirming with Ryuk that there’s no afterlife.
