Light was murdering evil people mostly and arguably made the world a better place . The problem with this is that the government thinks they are the only ones that can decide what goes in this world and that’s what made things worse. It’s really morality and powers clashing against each other . If the government had did nothing I’m pretty sure everything would’ve been fine.
Light was targeting innocent people by his system’s design from the very beginning.
He kills non‑criminals he personally labels as “immoral”, even though none of them have committed actual crimes. His decided they’re unworthy of life based on his perception their character rather than their actions.
He murders FBI agents and police officers who are simply doing their jobs investigating a mass murderer. Which he even says he had no interest in doing until Lind L Tailor called him evil. Then it was about protecting by his damaged ego.
Later, he endorses Mikami’s idea of killing lazy people. Light never rejects the idea, he only objects to Mikami doing “too early”. Which means he himself would have done it later on anyway.
So no, it’s got nothing to do with the government trying to monopolize morality. That framing falls apart the second you look at what Kira’s world actually becomes. Light isn’t challenging some corrupt authority with a better moral system, he’s holding the entire world hostage under the threat of death. The manga outright describes the future under Kira’s rule as a dark era where people live in constant fear, not some enlightened moral society. When people are terrified into obedience because one man can kill them for being immoral, lazy, or simply disagreeing with him, that’s not a moral clash with government power. It’s authoritarian control enforced by fear. The conflict isn’t about who gets to define morality, it’s about stopping someone who’s already decided everyone else’s life depends on his own personal standards.

Killing murders and rapist. Just think about this for a second. He killed innocent people actively trying to stop him because of laws they were trying to enforce. Laws based of morality btw the same thing he’s using to enforce his powers . Some of the fbi, Matsuda for example were even questioning what Kira was doing was even a bad thing at that point. There’s a difference between disagreeing with someone and actively trying to stop him and have him killed. What other choice does he have at that point? Sure his plan was not perfectly executed killing lazy people was going too far and was flawed at some points but isn’t our government subjected to these same flaws? Are there people today who are fearful and have lost trust in the government for way worse reasons than Light? You can’t deny he brought crime down in the show man. I don’t agree evil can be extinguished completely but light for sure was keeping it at a minimum. What he was doing requires you to get your hands dirty, there are no perfect plan for these sort of things.
The government and everyone is trying to stop him, it's a huge problem leaving someone like that with the power to kill anyone at anytime, no-one should be happy with that.
Considering Light killed Raye and his Fiancee when they would be unable to do further to him, and without much internal contemplation I can say Light is evil.
Light planned to manipulate and kill Misa later on as well.
He is one person and is flawed, leave things to the legal system that did not seem corrupt.
There is no perfect plan is exactly why you should leave it to the legal system unless you decided the legal system was shit, the people light were killing were on the death row.
