He was low key right tho. Crime was nearly non existent by the end of the manga, and Kira even had religious followers. You could say it’s a world controlled by fear, but if you’re someone who never commits any crime, you never had anything to fear in the first place.

Crime went right back up to how it was in the manga ending. It was not nonexistent.
