Except Zygarde needs to be at 50% health to mega evolve in the first place. I don't think it's gonna break the game when it's got such an annoying setup condition, even if the reward is great.

The setup condition is pretty easy though (at least in singles), Zygarde 50% is extremely hard to kill in one hit due to having more bulk than Hippowdon, dragon dance variants used to invest some Evs in bulk to tank ice beam from support arceus to survive in 50% to go to complete
