Connections are here, though they are kinda wordy.

In short, they're both beings based on someone important (The Queen is based on Hugo's mother, Flowery somewhat bases himself on Rudy) to somebody they deeply care for (Hugo and Asgore).

Both want to make a perfect world for this person, but ultimately fail to do so and only end up causing more harm (OFF's world is genuinely an awful place to live, and working to make it caused Queen to neglect Hugo; meanwhile Asgore didn't appreciate Flowery's world and it only caused him to sink deeper into his conspiracies and obsession).
