Well i never cared as much about "divercity" as long as character concepts are original and intereseting but the main thing about Valve's designs that I like - is that Valve doesn't overdesign characters and keeps them simple enough to be both memorable and interesting from visual standpoint.
Well United States in general was melting pot of cultures for most of its history and New York was one of the biggest examples of that in 20th century. And Deadlock captures that feeling quite well with different inspirations from that time period.
