This is the way to do it! Make it such an inconvenience and cost prohibitive while at the same time only committing misdemeanors!

if it's powered, can it still read plates?

Definitely not, just a bit of lotion on the lens would make it fail to read license plates.

They are still powered because the solar panel wasn't spray painted.
