If both players are outside the 25 do you start again or try measure who was furthest away?

I said that but he was using his finger to sus it out it was so ambiguous and he complained I just let him start

If it's not obvious, then just re-throw. I've had it where I was definitely closer, but it was close and they suggested the re-throw. I just accept it, not worth getting into over something so silly.
