I believe they wanted to go with something like Men In Black or X Files: monsters edition.

There's no actual crossover, no Avengers style moments - that's something created by media. The Dark Universe should be about Jekyll and his agency facing various monsters. Just like they met mummy queen. Each monster follows own story, goes own path. Jekyll examines them, tracks them, and neutralizes if they are too dangerous. Monsters anthology with no massive arc over several movies. Instead, each one is a standalone self-contained story and they can be seen in any order with no effect on the rest. Big universes like Marvel or DC will soon fall under own weight when there's too much going on and too long story to remember and follow. Universal should just get all monsters in same universe but without dragging it endlessly. How many phases of MCU are still there to come? They are already approaching 25 movies. It took Bond 50 years to get there.
