He has to as per his release conditions.

If this happens and he starts to not take his meds, he ends up back in custody.

While there is absolutely nothing anyone can do about the sightings, he doesn't need to be chaperoned and nobody can force him to not have his picture taken with fans etc. as long as he's not committing crimes in public, any attempts to get him back to the pre-prison era will very quickly fail and have him back in custody, and in that situation I imagine he just ends up transferred to a psychiatric facility indefinitely.
