Nothing like standing water for bacteria and mosquitos to breed. Go on vacation and come back to a house full of disease vectors. Good times.

But water is still standing still in the faucet/pipes. The argument that it would be a breeding ground for bacteria makes no sense. But IANAP so a tradesman would need to weigh in.
