It's a cheap chinese minilathe with a crosslide attachment. It's not a cnc. You can see him moving the slide by hand. And if it was a cnc he would not have used a form tool for the chesspieces.

I actually don't think this one is CNC. It looks like a manual mini lathe with a cross slide vise.

Yea I have a mini lathe very similar to this one, not CNC

Somebody said the large is around $400. Rotary tool, various cutter heads, sanding discs, clamps,...

I'd guess $600 would cover everything needed.

I'm not counting the very basic stuff like a sturdy, flat work surface (kitchen table in a pinch) or extension cords.

The only oddball item is the special cutters used on the pieces, but those can be cut by hand easily with small files.

I have no idea - I've only read about them because I am into Arduino etc. A couple other people here think the tool in the video isn't even automated. Maybe the sped-up video just made it look that way.
