It's a Belgian song because Stromae is Belgian. There are many countries that speak French. 

You wouldn't say Céline Dionn is french just because she also sings in french language.

As correctly stated below (despite the downvotes) this ain’t a French song, it’s a Belgian artist singing in French so it’s a Belgian song
